　　美国国务卿布林肯昨天(26日)结束访华行程。访问期间，中美双方在全面交换意见基础上，形成五点共识，包括同意继续按照两国元首指引，努力稳定并发展中美关系等。时隔不到一年时间，布林肯第二次访华。中美双方如何加强对话，管控分歧？美方一边释放稳定中美关系积极信号，一边继续围堵打压中国，意欲何为？

　　双方同意努力稳定并发展中美关系

　　从上海到北京，同青年学生交流、与中方领导人互动……布林肯3天中国之行，行程密集。是否能“不虚此行”，外界聚焦中美如何加强对话、有效管控分歧。

　　就在布林肯结束中国之行当晚，中国外交部美大司司长杨涛第一时间向媒体吹风，介绍此访有关情况。杨涛用“坦诚、实质性、建设性”形容此轮中美互动。他介绍说，中方就战略认知、台湾、经贸科技、南海、美“印太战略”等涉及中方核心关切的重大问题向美方表明立场。中方强调，中国是一个有着5000年历史的东方文明，是一个14亿多人口迈向现代化的大国，是一个坚持走和平发展道路的社会主义国家。大国争霸逻辑、冷战零和思维都不是中国的DNA，也不是中国的行为方式。中方乐见一个自信开放、繁荣发展的美国，同时希望美国也能积极正面看待中国的发展。

　　在中国期间，布林肯强调负责任地管理两国关系是美中双方的共同责任，并再次重申，美方不寻求“新冷战”，不寻求改变中国体制，不寻求遏制中国发展，不寻求通过同盟关系反对中国，无意同中国发生冲突。

　　美国《纽约时报》报道认为，在有关贸易、领土争端和国家安全的紧张局势可能再次扰乱两国关系之际，布林肯此访试图维护美中关系最近取得的“脆弱”稳定。中国国际问题研究院美国研究所副所长苏晓晖在接受总台《蓝厅观察》记者采访时表示，对于布林肯此次访华行程，显然美国非常重视加强对话，希望保持中美双边关系稳定，不希望看到关系失控。中美达成五项共识，首先强调的是，元首外交对中美关系所发挥的重要引领作用。双方仍然要落实“旧金山愿景”，朝着共同的目标努力。而如何努力，要明确路径和具体的方式。所以在五项共识当中，中美也进一步确定了下一阶段沟通的重点以及合作的一些方向。

　　“过剩”的是美国的焦虑

　　旧金山会晤以来，中美在各层级各领域开展了一系列重要接触。美国财政部长耶伦4月初访华，布林肯紧随其后，释放稳定中美关系积极信号的同时，美方又屡屡在经贸、科技等领域对中方发难。显然，中美关系呈现出止跌企稳的态势。但与此同时，两国关系中的消极因素也很突出。如何把握好中美关系的未来走向，考验着双方的诚意和能力。

　　对于发展中美关系，中方的态度、立场、要求一以贯之，坚持相互尊重、和平共处、合作共赢三条大原则，认为两国应该做伙伴，而不是当对手；应该彼此成就，而不是互相伤害；应该求同存异，而不是恶性竞争；应该言必信、行必果，而不是说一套、做一套。

　　反观美国，一方面要求中国在美国关心的问题上提供支持，另一方面仍不断防范打压中国，甚至在布林肯访华行前还出台了多个涉华负面措施。矛盾的美式“无理”与“傲慢”背后，是美国一些人早已给中国打上了“最主要战略竞争对手和地缘政治挑战”的标签。中国外交部美大司司长杨涛直言，美方所谓“产能过剩”是美国搞保护主义、打压中国发展的又一例证。恐怕“过剩”的不是中国的产能，而是美国的焦虑。中国国际问题研究院美国研究所副所长苏晓晖则认为，在美国的大选年，两党之间争斗往往会争相打“中国牌”，比拼对华示强，这是美方的老套路。今年如果中美关系陷入美国国内的政治漩涡当中，会使美国的对外政策进一步变形，在对华政策方面有可能出现更多风险。在与美方保持沟通的过程当中，中国始终强调，双方之间相向而行可以互利共赢，而非两败俱伤。中方信息的释放，一方面坚决维护自身主权、安全、发展利益，让美国不要进逼。而另外一方面，也通过这种积极建设性的动向，推动美方来共同落实目标。

　　扣好中美关系“第一粒纽扣”

　　当美国一些政客和媒体渲染“对华焦虑”之际，更多美国人用实际行动证明这些所谓“焦虑”不过是无中生有。

　　同样在本月，美国旧金山市市长布里德于4月13日至21日访华，先后到访香港、深圳、广州、北京、上海五座城市，寻找更多合作机会。苹果、高通、埃克森美孚等美企高管近期密集访华，希望抓住“中国机遇”。一批又一批美国年轻人来到中国，认识这里并结下新的友谊。外交学院副院长高飞向总台《蓝厅观察》记者表示，单纯用竞争来定义中美关系，美国是以偏概全的。中美之间的积极互动，共同寻找合作的基础，有利于两国，也有利于世界。

　　中美关系下一步如何走，战略认知始终是必须扣好的“第一粒纽扣”。中国追求的是不断超越自己而非打败别人。如果美国总把中国当最主要的对手，中美关系只会麻烦不断，问题丛生。
